Preparação do XXIV Encontro Anual da ANPOCS - 2000
Colegas ,
Recebemos a comunicação oficial da ANPOCS acerca do calendário para
o encontro de 2000, a ser realizado entre os dias 17 e 21 de
outubro. A data para os GTs entregarem seus programas para o
encontro é dia 2 de maio. Assim, demos início às atividades
preparatórias do GT. O ponto inicial é aquele que diz respeito ao
programa de atividades para este ano. Ele toma por base o plano de
trabalho apresentado para a ANPOCS em 1998; porém, fizemos algumas
pequenas alterações mantendo, evidentemente, o escopo mais geral da
proposta original.
O programa seria o seguinte:
2000: Balanço e Perspectivas do Sindicalismo no Século XX:
A. Sessão 1 - Balanço dos estudos sobre sindicalismo no século XX
B. Sessão 2 - Trabalho e sindicato
C. Sessão 3 - Sindicalismo e globalização: Uma nova agenda sindical?
Seria importante lembrar que esse encontro deve ter uma ênfase na
idéia de balanço da produção sobre o tema e perspectivas. Os colegas
interessados em participar como expositores do referido encontro
deverão enviar a proposta de trabalho - em duas laudas e espaço 1,5;
formato Word - até dia 23 de abril de 2000, por e-mail
para msantana@bridge.com.br .
Para a seleção das mesmas, faremos uma reunião no Rio de Janeiro no
dia 25 de abril, no IFCS/UFRJ. Esta data é impreterível tendo em
vista a data limite indicada pela ANPOCS.
Como tem sido recorrente em nossos encontros, alguns critérios serão
levados em conta para a seleção dos trabalhos:
a) Será dada preferência para aqueles postulantes que não tenham
apresentado trabalho na Encontro Anual de 99;
b) O paper deve corresponder a trabalho de pesquisa recente ou em
andamento.
c) O colega que enviar propostas para o nosso grupo não deve enviar
para outro GT. O objetivo aqui e evitar a duplicidade de
apresentação de um mesmo pesquisador e dar condições para um numero
maior de colegas apresentarem seus trabalhos.
d) Buscar-se-á respeitar o critério sugerido pela ANPOCS de que as
mesas sejam preferencialmente compostas por colegas de diferentes
estados da federação e em diferentes etapas da carreira profissional
A cada programa anual, a ANPOCS financiará a cota de 6 (seis)
participantes, (incluindo o debatedor, se houver), além de 1 (um)
coordenador. No encaminhamento do programa de atividades, deverão
ainda ser indicados os 6 (seis) expositores a serem financiados
pela ANPOCS. Os demais participantes deverão recorrer à fontes
complementares de financiamento.
Os colegas que tiverem seus trabalhos selecionados, além de enviarem
5 cópias e o disquete para a ANPOCS (até 30 de agosto), deverão
enviar uma copia do texto para o respectivo debatedor de sua sessão.

B) Trabalho e Neurose/Livro
O livro Trabalho e Neurose – Enfrentando a tortura de um ambiente
em crise, da Professora Hilda Alevato (Educação/UFF), traz a
Síndrome Loco-Neurótica (SLN) como tema central. A SLN é um conjunto
de sintomas, atitudes e reações identificados de forma difusa mas
restritos a determinado espaço físico e social, apresentados por
quase 100% dos componentes de um coletivo e que se enquadram dentro
das descrições de quadros neuróticos. Estas pessoas não apresentam
estas manifestações em outros ambientes por onde circulam. Ela se
apresenta em ambientes em processo de desmanche severo e se
manifesta nas pessoas após período significativo de vivência e
convivência de perda social.
A partir de seu trabalho na educação a autora observou que alguns
ambientes pareciam influenciar negativamente às relações de
trabalho neles desenvolvidas. Ampliou o espectro de sua pesquisa e
detectou que o fenômeno também se verificava em outras instituições
e empresas. Sua pesquisa fundamentou a tese de doutoramento :
Humanos, ainda que professores, defendida no Centro de Estudos
Sociais Aplicados da Faculdade de Educação da UFF e cujo primeiro
desdobramento é este livro.
Para o professor Gaudêncio Frigotto (UFF), "Pensar a realidade do
mundo do trabalho no contexto das profundas mudanças do final do
século, período tido como "de horror econômico" e de "fim da
capacidade civilizatória do capital", é tarefa complexa. Hilda
Alevato revela outra faceta da degradação e precarização das
condições de trabalho no processo produtivo. Com a
"Síndrome Loco-Neurótica", nos indica que, além da luta pelo
emprego, o desafio maior é mudar o sentido social e humano do
próprio trabalho".

Doutora em Educação e mestre em Administração e Política
Educacional, Hilda Alevato é professora adjunta de psicologia na
Faculdade de Educação da UFF, psicanalista clínica e pedagoga.

La Asociación Latinoamericana de Sociología del Trabajo - ALAST

Estructura
El III Congreso comienza el día miércoles 17 de mayo por la tarde,
donde se realizará la acreditación de los participantes. Luego de
la Conferencia de inauguración, se celebrará un cocktail para todos
los participantes e invitados. La programación de los días 18 y 19
por la mañana consta de Simposios, con la presencia de invitados
nacionales e internaciones y por la tarde tendrán lugar las sesiones
de los Grupos de Trabajo y actividades paralelas. El día 20 los
Grupos de Trabajo sesionarán durante la mañana; por la tarde se
realizará la Asamblea General de la ALAST.

El Congreso tendrá su sede en el local de la Biblioteca Nacional
(Agüero 2502, Buenos Aires) y complementariamente en la Facultad de
Derecho y Ciencias Sociales de la Universidad de Buenos Aires (Av.

C) First conference on occupational and environmental health
under the framework of integration of the americas/Conferência
The 1st conference will focus on identifying problems and sharing of
views and strategies, intending to build an "OBSERVATORY OF THE
AMERICAS" that will support future international cooperative action
and research! The objective of this First Conference is to bring
together representatives from academia, NGOs, labor unions and
public policy makers from South, Central and North America to
exchange information about worker and community health in the
region of the Americas. In this First Conference we want to start
developing a network of professionals and activists in occupational
and environmental health as a tool for international cooperation and
solidarity among the different institutions and efforts taking place
in the Americas to improve worker and community health.
The program will emphasize a dialogue among professionals and
activists from different North and Latin American countries to
provide a starting point for discussing future political strategies
based on examples of coalition-building, political action,
community and labor organizing around occupational and environmental
issues, and for joint international research between and among
universities and non-governmental community groups.
The Planning Committee intends to make this conference an
opportunity for exchange of experiences, strategies, and stories
between and among participants. Therefore, the conference program
will include a mix of panels, small group discussions, case studies
and formal presentations, focusing on the following topics:
The Maquiladora industry in the North of Mexico
The Petrochemical Industry in the Americas
The Political Economy of the Work Environment
Environmental Justice
The Sugar Industry in Mexico and the Impact of Privatization on
Workplace Health and Safety Conditions
Labor and Environment Coalitions within and across countries
in the Americas
Cleaner Production and Occupational Health:
The Sustainable Hospitals Project; and The University of Sonora
Pollution Prevention Project
Social Medicine and Critical Epidemiology
The impact of trade agreements such as Mercosur, NAFTA and the Free

The conference will be held at Morelia, capital of the state
of Michoacan, Mexico.

Registration
The registration fees are as follows:
$ 200 USD for US and Canadian participants.
$ 100 USD for full-time registered students.
$ 100 USD for Latin American participants.
The Conference participants will be responsible for their own
airfare and travel arrangements. Tickets from the East Coast (New
York or Boston) to Mexico City may range between $ 400 and
$ 500 dollars. Fares in the high $ 300 can also be at times found.
Lodging and Costs
Participants will stay at the Hotel de La Soledad, a beautiful
colonial building, more than 400 years old, which costs about
US$ 40/ night. The estimated food expenses should add to about $25/
day and the round trip bus fare is $ 40. Cab from the Mexico City
airport to thte bus station is about $10 to $15 dollars, and in
Morelia around $1.50. The total estimated costs should be $ 300
to 350 dollars + airfare + registration.

CALL FOR ABSTRACTS
The FIRST CONFERENCE on OCCUPATIONAL and ENVIRONMENTAL
HEALTH under the FRAMEWORK of INTEGRATION of the AMERICAS
intends to start building an "Observatory of the Americas" that will
support future international cooperative action and research. We

Conference sessions will include panels, roundtables, and small
group discussions around the themes listed above. A one-two
doubled space page abstract (no more than 500 words) should be
submitted by May 1, 2000 to the Conference Planning Committee.
Comments will be sent by June 1, 2000 to the individual/group that
submitted the proposal. Selected papers will be published in a
special issue of the Journal New Solutions.

Rover selloff sparks biggest protest since Thatcher
In the biggest demonstration since the miners' strike 16 years ago,
up to 100,000 demonstrators took to the streets of Birmingham last
Saturday to protest at the sale of Rover.
Union leaders accused BMW of "stabbing the entire West Midlands
in the back" by selling Rover to venture capitalists Alchemy
Partners. The Government also came in for strong criticism. John
Edmonds, head of the GMB union, said: "BMW has behaved
disgracefully, but it is not to blame for thousands of job losses in
textiles or ship-building, where contracts are being lost abroad
because of the strength of the pound. The crisis is the worst since
the dark days of Thatcherism."
Defending himself against accusations of naivety or incompetence in
failing to foresee BMW's moves, the Trade and Industry Secretary,
Stephen Byers, said that six days before the sale was announced, BMW
executives had discussed with him a package to keep the German
car-maker viable in Britain.
He said BMW's British head of operations, Werner Saemann, had
outlined four possible courses of action: increase productivity
dramatically; source more components from overseas suppliers;
concentrate on its core business; and cut production of the Rover
25 and 75 models. Selling Rover was not mentioned.
Ford has warned workers to brace themselves for the closure of its
main British plant, the giant Dagenham factory in Essex.

O Professor John French da Duke University está em visita ao Brasil.
Ao longo de todo o ano 2000 ele estará em Aracaju. Neste período,
ele gostaria de fazer contatos com pesquisadores e estudiosos do
movimento operário e participar de encontros vinculados ao tema.
Ele acaba de receber o prêmio: Latin American Studies Association
Labor Section Award for Distinguished Scholarship pelo artigo
"Afogando-se em Leis mas Famintos (pela Justiça?): As Leis
Trabalhistas Brasileiras e a Busca dos Operários para Realizar o
Imaginário", publicado em Political Power and Social Theory,
12: 177-214, 1998. Uma tradução do mesmo já está em curso.
Além disso, segundo French, "Neste momento mesmo, estou
terminando um livro sobre a questão dos direitos operários no
comércio internacional: Globalizando o Protesto: A Luta pelos
Direitos Operários no Comercio Internacional."

C) The School of International Studies at the University of Miami
Announces 2000-2001 North-South Center Scholarships for Students
from Latin America and the Caribbean.
The School of International Studies (SIS) is pleased to announce
three(3) scholarships to be made available through the generous
support of the Dante B. Fascell North-South Center for highly
qualified students from Latin America and the Caribbean wishing to
pursue postgraduate studies leading to the Ph.D. degree.
The recipients of these North-South Scholar awards will receive
full tuition (up to 21 credits), plus a maintenance allowance
($1,200) for ten months. While pursuing full-time graduate studies,
the Scholars will also assist with research projects directed by the
North-South Center's research staff. The North-South Center is a
nonpartisan, public policy and research institute based at the
University of Miami that studies contemporary issues in
inter-American relations (http://www.miami.edu/nsc/).
The Ph.D. degree in International Studies may be pursued in the
areas of International Relations, Comparative Studies,
International Economics,and Regional and Spatial Studies.
Applicants must submit a letter outlining their academic interests
and their proposed course of study, three letters of recommendation,

For about five years now, the International Institute of Social
History is archiving a series of Internet newsgroups in cooperation
with the Antenna Foundation and the Association for Progressive
Communications. The newsgroups cover a broad and varied field,
ranging from politics through labour issues to the environment
worldwide. At present, the collection consists of about 900,000
documents. The collection is now available and searchable through
the Web site of the IISH at http://www.iisg.nl/~occasio/

Touted as the "most complete database of Marxism hitherto made," The
Marxists Internet Archive is an extensive collection of Marxist
material, compiled and distributed completely by volunteers. The
materials are organized into focused collections which are found in
the site's four main sections: Writers Archive, Non-English Archive,
History Archive, and Reference Archive, an ever-expanding
collection of secondary material. The most developed compilation is
the Writers' Archive, which contains large collections of writing
and information about Marxists including Trotski, Lenin, Draper,
DeLeon, and of course, Marx, as well as smaller collections
on Cannon, Guevara, and Morris, among others. This site is an
invaluable resource for both novices and experts interested in
Marxism.
